- NIST anticipates posting the solicitation on or about July 20, 2011. This project presents the National Institute of Standards and Technology (NIST)/Hollings Manufacturing Extension Partnership's (MEP) objectives and requirements in terms of evaluating the effect of MEP services on the economic performance and survival of U.S. based manufacturing establishments. Early on, the program tested a methodology to evaluate the program's effectiveness, using quasi-experimental methods, which involved comparing MEP clients to a set of comparable non-MEP clients. These studies used administrative data assembled by the U.S. Census Bureau. The original study was performed using data from 1987 to 1992 and involved only a handful of centers. A more recent study focused on all centers and examined data up through 2002. The required work will update and expand on prior studies done in terms of evaluating and assessing the effect of program services on manufacturing performance. Work under this acquisition will examine and evaluate the effect of MEP services on two distinct but interrelated dimensions: -the economic performance (measured in terms of productivity (value added per employee)), output (sales) and employment change); and -the survival of U.S. based manufacturing establishments. This project will compare the outcomes of MEP clients to non-clients, controlling for other factors including selection bias. The NAICS code for this requirement is 541990 with a small business size standard of $7.0 million. Simplified Acquisition Procedures shall be shall be utilized under the authority of FAR SubPart 13.5 Test Program for Certain Commerical Items. This requirement is 100% set-aside for small business. A firm fixed price purchase order is anticipated. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-11-RQ-0383. Potential offerors shall be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not maintain a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to carol.wood@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately 15days after the date of publication of this notice.
