- Solicitation Document Picture 5 Picture 4 Picture 3 Picture 2 Picture 1 The subsequent award from this solicitation will require the awardee to be registered with Dun and Bradstreet and the Central Contractor Registry. Instructions and links to applicable websites can be found by going to www.ccr.gov. There is no cost or fee for registering with either of these sites. 1. The Mark Twain National Forest, Rolla Missouri, is soliciting quotes (RFQ) for the supply and delivery FOB Destination, of a quantity of (3) new utility type vehicles (UTV's). 2. This solicitation is issued under Request for Quotes (RFQ) number AG-64R4-S-11-0007JS. All proposals shall reference the RFQ number and shall be submitted to Mark Twain National Forest, 401 Fairgrounds Road, Rolla, Missouri 65401 or faxed to (573) 364-6844 or emailed to jvswizdor@fs.fed.us by 4:00 PM Central on August 10, 2011. The anticipated award date is August 15, 2011. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-51 effective May 2, 2011. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 441221 and the size standard is $30 million. 6. Submit a detailed materials list with a unit price quote for each contract line item (CLIN) and total delivered price quote, exclusive of license and registration fees which do not apply to the federal government. 7. The unit price quote for each CLIN shall be inclusive of freight and handling, and, if applicable, sales tax. The federal government is exempt from sales tax in most states. The Mark Twain National Forest will provide Missouri State Tax Exemption Number as required. 8. Quoters may submit quotes for all contract line items; however, quoters may also choose to submit for only individual UTV line items. CLIN 1.0, a quantity of (1) Utility Type Vehicle 2 person side by side configuration, 4x4, independent front and rear suspension, approximately 59" width, sport roof package, brush guard, minimum 1300 lb. towing capacity, minimum 600cc motor, with 3,000 lb. 2" receiver winch installed, must have 2" receiver mounted on front and rear of machine to accommodate the winch, The John Deere 620i or equivalent will satisfy these requirements. Provide pricing for delivery to Doniphan, MO 63935 and pricing for pickup at an authorized dealer location. CLIN 2.0 The Government has for trade in on CLIN 1.0; 2- 2002 Polaris Professional Model Series 500 6x6's. The first machine is in good physical condition but does not run, hour meter shows 159.9. The second one is in good running condition with minor wear and currently shows 522 on the hour meter. CLIN 3.0, a quantity of (1) Utility Type Vehicle 2 person side by side configuration, 4x4, independent front suspension and at least semi-independent rear suspension, approximately 62" width, ROPS equipped, minimum 1200 lb towing capacity, minimum 600 cc engine, electric power assisted rack-and-pinion steering. The Kawasaki 4010 Mule or equivalent will satisfy these requirements. Provide pricing for delivery to Rolla, MO 65401 and pricing for pick up at an authorized dealer near Rolla, MO. CLIN 4.0 a quantity of (1) Utility Type Vehicle 2 person side by side configuration, 4x4, independent front and rear, approximately 60 in width, roof or canopy cover, 695 cc motor, 1000 lbs capacity box, The Arctic Cat Prowler HDX 700 will satisfy these requirements. Provide pricing for delivery to Ava, MO 65608 CLIN 5.0 The Government has for trade in on CLIN 4.0; 1-1985 John Deere 350C dozer. Dozer is in good operating condition. It was previously used in fire fighting operations. Pictures are attached. Hour meter reads 1343. Delivery is not available but assistance in loading may be available on-site. Vehicle weight is approximately 10,000 lbs. Further information on condition may be obtained from Jess Register at 417-683-4428. 9. Desired delivery date for all items is on or before October 15, 2011. 10. Quotes must include vendor's TIN (Tax Identification Number). 11. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items, paragraphs (c) through (m). If the Offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov., submit only paragraph (b) from the provisions and a DUNS number. 12. [FAR] 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: Price, technical conformity to specifications, and ability to meet delivery date. The non-price factors are approximately equal to cost or price. 13. All responsible sources may submit a quotation which shall be considered by the Forest Service. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. 15. Multiple awards are contemplated; however, the government reserves the right to decrease or increase quantities in accordance with pricing and availability of funds. 16.
