Description
The Air National Guard (ANG) is seeking Capability Statements from interested parties for administration, performance and certification of the ANG C-38 Training Program. The C-38 is a military adapted Gulfstream 100. This program is a new competition for an on-going effort. The incumbent contractor is Flight Safety International. Qualified parties will possess recent experience as the prime responsible party for the same or nearly identical requirement. This contract will require contractor owned equipment. The Government will not provide or purchase any equipment. The Government is only purchasing classroom/simulator time and instruction. The Air National Guard (ANG) has a requirement for C-38 initial, recurrent, refresher, CRM, and IRT aircrew training to achieve and maintain pilot currency for assigned pilots. Required training (ground and simulation) is to be provided in block format at contractor facilities operated and maintained by the offeror. The courses to be provided shall be commercial off-the-shelf products that have been FAA certified, with the exception of refresher training, which will consist of simulator training only. The offeror shall provide a projected class schedule with the proposal for the availability of courses during the contract period of performance. This schedule will be used for units to schedule attendance at the courses of instruction. Please see the attached draft Statement of Work for additional information. The estimated quantities for this requirement annually are: Initial Qualifications slots -2 Students Recurrent Qualifications -20 Students International Procedures - 2 Students Wet Lease Simulator Hours -132 Hours These quantities may vary and may be adjusted in any resultant contract as the need arises. Capability Statements should include: 1) Documentation of recent past experience as the prime responsible party for an identical or nearly identical project; 2) Documentation of adequate corporate depth and experience to perform the required work without undue reliance on outside entities; 3) Documentation of adequate corporate depth and experience to quickly resolve any unanticipated problems or issues through the involvement of existing off-site corporate personnel; 4) Statment that the appropriate equipment/simulator is owned or will be purchased by the contractor and maintained in good working order at all times. Capability Statements are to be received by 29 July 2011 to be considered in our set-aside determination.
