Description
This project was designed as an Energy Efficient Pilot LEED Platinum Project for the Army Reserve. The project consists of construction of a new 200-member Army Reserve Center (ARC) which includes a Training Center building, and an Organizational Maintenance Shop (OMS) building, located in Las Cruces, New Mexico. The project will consist of one building for base bid: A Training Center (ARC) which is a one-story structure approximately 32,096 SF. The facility will be located in Dona Ana County, New Mexico. The project also includes approximately 15,760 SY of Military Equipment Parking. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, modified bitumen built up low slope roof, load bearing cement stabilized earth and insulated metal panel walls, heating, ventilation, air conditioning, plumbing, mechanical systems, electrical systems, and security systems. Supporting facilities will include site preparations, paving, fencing, and extension of utilities and necessary permits to serve the project. Facilities must comply with DOD minimum antiterrorism force protection construction standards. The project will contain the following options: 1) Operations and Maintenance Army Reserve (OMAR) Funded Equipment Items; 2) Bona-Fide need - OMAR-Funded Items; 3) Solar Photovoltaic System at Privately Owned Vehicle Parking (POV); 4) Rainwater Harvesting System; 5) Advanced Stabilized Soil/Earth Moistened Concrete Pavement System; 6) Light-Emitting Diode (LED) Interior Downlights; 7) Military Equipment Parking (MEP) Upgrades; 8) Landscaping; 9) Wash Platform; 10) Controlled Waste/Flammable Storage Unit; 11) Common Access Card (CAC) System; 12) Solar/LED Light Fixtures at MEP and POV; 13) An Organizational Maintenance Shop (OMS) which includes unheated storage area for a combination of approximately 5,574 SF; and 14) Additional Gravel paving at OMS. Furniture is NOT included in this contract. The Solicitation will provide a complete 100% design package. All Offerors are invited to attend a Site Visit scheduled for 9 August 2011 at 1:00 p.m. Meeting details will be provided in the solicitation, Section 00100. The Estimated Price Range is between $5,000,000 and $10,000,000. This is a single phase procurement following the Tradeoff (Best Value) approach. The technical information contained in the proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement at a minimum will consist of the following: Technical Approach; Experience of the Prime Contractor; Commercial Concrete Stabilized Earth Construction by Prime or Subcontractor; Past Performance of the Prime Contractor; Safety Information; Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The solicitation will be available by download from the Internet only. NAICS code is 236220. Size Limitation is $33.5M. This is an UNRESTRICTED competitive procurement. Contract duration for construction is 490 days. Approximate issue date is 02 August 2011 and approximate due date for proposals is 02 September 2011 at 11:00 a.m. Louisville Time (EDT). Project documents will be web only.
