- Description of synopsis notice: This project is for Architectural and Engineering (AE) services during construction, and post construction phases of a construction project for the Federal Communications Commission. This procurement action is subject to Availability of Funds. It is imperative for VE CSIE JV, who were the original designers of the project, to update and make minor revisions to project design documents that will be provided to the prospective construction contractor responding to the solicitation for the associated construction procurement. In addition, submittal reviews/approvals and responsibility for issues, defects, or intent of the original design will be needed from VE CSIE JV during the administration of the construction project. This follow on project is being performed for construction administration services and as sole source procurement to VE CSIE JV as a follow on to their performance in preparation of the above mention design services. The Federal Acquisition Regulation permitting other than full and open competition for this procurement shall be FAR 13.106-1 (b) and FAR 6.302 where the agency‘s need for supplies or services is only available through one responsible source. GSA has decided to contract with VE CSIE JV as the contractor for the construction administration services, as well as, for any additional design services will be needed for unforeseen conditions and client requested changes that arise during construction. If another source provides these services they would not take responsibility for issues, defects, or intent of the original design. Another AE firm providing the services would impact schedule and be cost prohibitive. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposal. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
