Description
Commercial Relay Testing Software Program shall allow automated testing and calibration of protective relays, and related protection system components, and is capable of driving multiple types of industry standard relay test sets, such as Doble, Manta, Omicron, etc. The software also integrates captured test result/calibration data into a relay database program. Portland District requirements for this software application are as follows: Keys/Drivers to interface with, and control the minimum following relay test sets: AVO Pulsar Doble F2000 Series Doble F6000 Series Manta MTS 1700 Manta MTS-5000 Development/Simulation mode only Key/Driver Upgrade capability to interface, and control the following relay test sets: Beckwith Modbus module Megger MPRT Multi-Amp Epoch Series Omicron CMC and CMA Series Fully integrates with, and is compatible with relay database program for two way transfer of relay settings, relay test information, and test data over networked communications. Full library of at least 500 pre-written relay test routines, that: Cover the spectrum of relay device elements/functions as defined by ANSI/IEEE Are applicable to legacy (electromechanical) and modern (numerical) industry standard relay types and manufacturers such as: Basler Beckwith electric GE GEC MULTILIN SEL ABB ASLTOM Are based on relay manufacturer recommendations Ability to create custom, user-defined relay test routines and routines for protection system components such as DC batteries, Voltage Transformers, Current Transformers. Software License Application support that includes: One (1), on-site, two day training class for up to 8 attendees One (1) year software maintenance One (1) year Level 2 software support Commercial Relay Database Software Program that provides a method and process for documenting the test & maintenance of protective relay systems, and related equipment and apparatus. The software provides a means to manage protective relay system software, firmware and settings, test schedules, test records, test, calibration results, and associated documentation. The use of this application will enable Portland District to comply with requirements for documenting maintenance testing of protective relay systems set forth by FERC/NERC. Portland District requirements for this software application are as follows: Client-Server Database Application with the following attributes: Database capacity for up to 1000 devices Pre-built equipment templates for at least 500 relay types Fully integrates with, and is compatible with Relay Testing Software for two way transfer of relay settings, relay test information, and test data over networked communications Built-in or bundled templates for the following equipment and devices: Current Transformers Potential Transformers Power Transformers Circuit Breakers Capacity for up to 5900 devices, allocated as desired Data Conversion Capability: Converts relay settings data to and from SEL 5010 and SEL 5030 applications, and builds database settings forms for SEL type relays Converts relay settings data to and from Doble ProTest applications,and imports Doble ProTest test results data Report Generation Capability: Ability to query all information in the database and produce search results in a standardized report format Software License Application support that includes: One (1), on-site, two day training class for up to 8 attendees One (1) year software maintenance One (1) year Level 2 software support Eight (8) hours of implementation consultation NAICS Code: 541511FSC Code: 7030 Contract W9127N-11-P-0263 shall be awarded NLT 5 Aug 2011
