- Naval Air Warfare Training System Division (NAWCTSD) intends to issue a bridge extension for up to six months for the Indefinite Delivery, Indefinite Quantity Multiple Award Contract N61339-05-D-6009, Task Order 0001 that was awarded to Lockheed Martin Services, Inc. The task order provides Contractor Operation and Maintenance Services (COMS), and supply support for the training systems, equipment, facilities and training support gear (TSG), for training devices in support of Submarine fleet users at the following sites: Naval Submarine School (NAVSUBSCOL) Groton, CT; Submarine Training Facility (SUBTRAFAC) Norfolk, VA; Trident Training Facility (TRITRAFAC) Kings Bay, GA; Trident Training Facility (TRITRAFAC) Bangor, WA; Submarine Learning Center (SUBLRNCTR) Det San Diego, CA; and Naval Submarine Training Center Pacific (NSTCP) Pearl Harbor, HI. The applicable NAICS code is 541330 and the applicable PSC/FSC is J069. The purpose of this extension and contract value increase is to provide continuous, uninterrupted services while this contract is in the process of re-solicitation and award. The up to six month bridge extension would add an additional period to the Submarine COMS contract task order from October 1, 2011 to March 31, 2012. The value of the extension is estimated at $2.4M. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotes or offers received in response to this notice. Interested parties may identify their interest and capabilites to meet this requirement by 03 Aug 2011. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government. The intent of this notice is for informational purposes only. No reimbursement for any cost connected with providing capability information will be provided.
