This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-53, July 05, 2011.This is fixed price procurement and requirements will be procured using commercial item procedures. Equal to Telonics Model IMP/TAV-2630 or Microwave Telemetry Model PT -100 Implantable Delivery Date: 1 December 2011 Price shall include FOB Destination delivery to U.S. Fish and Wildlife Service, Migratory Bird Management, 1011 East Tudor Road, Anchorage AK 99503 QTY 24 Unit Price/Cost $_______________Total Cost $ _______________ SPECIFICATIONS for IMPLANTABLE SATELLITE TRANSMITTERS (PTTs) SpecificationsWeight:Mass should not exceed 42 grams including container, battery, transmitter, potting material, and antenna. Size:Encapsulated unit excluding antenna should be <16 mm deep, <57 mm in length (not including the taper where the antenna emerges from the body of the transmitter), and <35 mm wide. Battery Life: PTTs must provide an average of 750 hours of on-time or greater. Range:Sufficient power to transmit to satellites when implanted in the duck. Antenna:Diameter of multi-strand twisted stainless steel wire = less than or equal to 2 mm including plastic casing. Coating:The electronics must be hermetically sealed, 100% waterproof. The package will be encapsulated with a biologically inert material, and have no sharp edges. Transmitters must have sufficient potting to prevent any leakage. In addition, the transmitter housing must be capable of withstanding pressure experienced by animals that dive to depths greater than 100 feet. Programming: Signals will be programmed to transmit at 60 + 5 sec. PTTs will have the ability to be programmed with either a single-season (i.e., one ON and one OFF cycle) or multi-season (i.e., multiple ON and OFF cycles), or programmable by calendar date. Transmitters must also have the ability to be optionally programmed to transmit continuously (once every second) if temperature drop indicates a mortality. This latter specification is to enable ground tracking of dead birds using a handheld receiver and directional antenna. Sensor Data: Should include these sensors as standard features:1. Temperature of transmitter (i.e., body temperature of bird). PTTs consistently provide (at least 99% of transmissions) temperature (within 2 degrees C) readings for each location with two or more transmissions (i.e., multiple temperature readings are required for each ON cycle). 2. Battery potential indicator. Sensor provides accurate battery potential or an indication when battery potential drops below a critical threshold. 3. Must be formatted for 24-bit hexadecimal processing. Power output: Whatever the manufacturer deems sufficient to achieve specified battery life and obtain high quality locations on a consistent basis. Supply voltage: Internal battery power sufficient to achieve specified battery life and obtain high quality locations on a consistent basis. Operating temperature: -15 to 45 Deg C. Must be optimized for operating at body temperature of 100-108 degrees Fahrenheit. Operating frequency: 401.650 MHz +/- 36 KHz Quiescent current: <3 FA OR whatever the manufacturer deems sufficient to achieve specified battery life and obtain high quality locations. Output impedance: 50 ohms OR whatever the manufacturer deems sufficient to achieve specified battery life and obtain high quality locations. ON/OFF switch: Units must be able to be turned on or off for transmission, activated by a removable magnet placed over a clearly identifiable location on the PTT. Proven performance: Manufacturer must be able to demonstrate that PTTs meeting the above specifications are highly likely to achieve the specified battery life and will provide high quality location data when deployed internally in wild animals.
