- Request for Quote (RFQ) - HC1047-11-R-4012: Test&Evaluation Methodologies for On-line Skill Gap Analysis Synopsis: This is a combined synopsis/solicitation notice is for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) No. HC1047-11-R-4012 is to inform the vendor community of DISA's proposed contract action. The Defense Information Systems Agency (DISA) intends to award a sole source purchase order to University of Memphis based on FAR 6.302-1(a)(2) Offeror must be registered in the Contractor Central Registration (CCR). for the development and execution of a workforce skills survey for up to 300 individuals, analysis and reporting of the outcome of that survey, and subsequent development of a 5-day curriculum that provides the DISA T&E workforce with a detailed understanding of key Test & Evaluation methodologies as used by industry and coordinated and reviewed by the DISA T&E Executive Staff and JITC. Services include developing a curriculum designed to enhance the specialized skills for the Agency's information technology T&E workforce. This work is required to ensure that the Agency's T&E workforce is poised to react quickly to the evolution of DoD Acquisition as driven by NDAA 2010 Section 804. DISA requires the following supply/service: Time Effort CLIN 0001: Phase 1)Competency Assessment and Skills Gap Analysis: Analysis & Research of DISA Context Finalization of Skills & Competency Decomposition & Profile Data Collection, Analysis & Report Writing 45+days after award CLIN 0002: Phase 2) Curriculum Development: Development of 10 Customized Training Modules Delivery of Training to One Pilot Cohort of 25 Feedback Analysis and Revisions 30 days past Phase 1 CLIN 0003: Phase 3) Delivery of Course Curriculum: Delivery of Training to Five Cohorts of 25 To be completed by July 2012 The period of performance is 12 Months. This action will result in a Firm Fixed Price purchase order. The NAICS code for this requirement is 611310 with a size standard of $7M. This Notice of Intent to award a sole source purchase order is not a request for competitive proposals. There is no solicitation document. No RFQ will be available for competitive proposals. Responses shall be submitted electronically to KimOanh.Scott@disa.mil no later than 11 AM (Eastern Standard Time) on August 1, 2011. Quote must be valid for thirty (30) days after due date. Shipments are to be F.O.B. Destination. Shipping address will be providing upon contract award. Any amendment(s) issued to this RFQ will be published on this website.
