- The Bureau of Indian Affairs (BIA) intends to Sole Source a Blanket Purchase Agreement for a Fire fuels inventory, Hazard Fuels Reduction (HFR), Continuous Forest Inventory (CFI) project and Wildland Urban Interface (WUI) special projects to the Little Big Horn Community College. The BIA Rocky Mountain Region (BIA/RMR), intends to make a firm-fixed price, sole source award to the Little Big Horn Community College in Crow Agency, MT for fuels inventory and assessment projects. Statutory authority for the sole source is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1,"Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The contract period will be for a base year and four (4) one year periods, NTE December 31, 2015. Offerors able to provide the required service are invited to identify their interest and ability to meet the requirements by submitting a qualifications and capabilities statement and any other information which shows a bona fide ability to meet this requirement. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone inquiries will not be honored; however, interested parties may submit literature detailing how their services meet the BIA requirements to the Contracting Officer. If no affirmative responses are received by 1:00 pm MDT, Friday July 22, 2011 that support the determination that a comparable source more advantageous to the Government is available, a contract will be awarded to the aforementioned source. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The intent of this Special Notice is for informational purposes only. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.
