Description
1. INTRODUCTION The Budget Formulation and Execution Line of Business (BFELoB) is chartered under the Budget Officers Advisory Council (BOAC) and managed by the Department of Education. This is an interagency effort to improve the quality of budgeting in the Federal Departments and Agencies. The BFELoB has initiated a number of activities to improve collaboration between members of the budgeting community, improve the flow of budget data between Federal entities and identify and improve the automated budgeting tools available to Federal Departments and Agencies. This is NOT a solicitation for service, but a request for information to identify off-the-shelf budget-related courses and other on-going educational offerings that address the six specific technical core competencies within the Federal budgeting community. The six core competencies are described in the Federal Budget Community Career Road Map: Technical Core Competencies, Key Behaviors, Proficiencies, and Knowledge (Budget Career Road Map) document developed by the BFELoB, as follows: • The Federal Budget Process • Budgetary Accounting and Control • Federal Legislation, Regulations, and Guidance • Budget Development and Justification • Planning and Performance Evaluation • Financial Analysis, Forecasting, and Modeling A copy of the Budget Career Road Map can be downloaded from the BFELoB's public website (https://max.omb.gov/maxportal/assets/public/BFELoB/site/download.htm). 2. APPROACH 2.1 Purpose Having published the Budget Career Road Map, the BFELoB is now compiling additional reference material that we believe will enhance the value of the tool by providing guidance and resources which can be utilized to ‘grow' an individual's skill set or abilities in the field of Federal Budgeting. The continuing purpose of this initiative is to: • Provide budget-oriented training to federal employees and contractors that have been assigned to a position related to budget services • Provide current or prospective employees with information related to skills addressing their potential role as budget managers or analysts • Expose students to strategies and insight to implement these strategies, and in some cases, implementing these strategies within stressful environments • Identify off-the-shelf courses that use a variety of instructional methods including lectures, group activities/exercises and individual assessments 2.2 Target Audience: The target audience includes government and nongovernment employees currently assigned, or who wish to be assigned to budget services work and looking to obtain a more in-depth knowledge of the career field. 2.3 Objective: The objective of this request is to identify off-the-shelf courses and on-going educational offerings that crosswalk to the three proficiency levels (Entry Level, Middle Level, and Expert/Senior Level) in each of the six competencies. The BFELoB will consolidate this information and make it available in a matrix format so that staff can easily identify relevant courses and vendors that will help them address the training and development aspects of each proficiency level. 3. REQUESTED ACTION Vendors and organizations that provide budget-related courses and educational offerings addressing the above competencies are encouraged to respond to this request for information by sending an email to BudgetLOB@ed.gov no later than August 18, 2011. The email should clearly show which of the six technical core competencies and which of the three proficiency levels within the competency each course/offering addresses. Responses that just provide a listing of courses with little attempt to categorize them by competency and proficiency level will not be viewed favorably. Include web links and/or documents that more fully describe courses/offerings; existing advertising materials are fine. The email should also include contact information including name, phone number, and email address.
