- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, Memphis District anticipates awarding a Sole Source Contract for the services CONSISTING OF COMBINATION MAGNETOMENT AND GIS READINGS. To the best of the Government's knowledge, there are not any other firms in the area that can satisfy this requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however interested firms may submit a capability statement in response to the below requirement with price information by July 21, 2011 no later than 10:00 AM CST at 167 North Main Street B202, Memphis, TN 38103. This solicitation incorporates Wage Determination No. 2005-2312 Rev (13). Quotes should be marked with solicitation number W912EQ-11-Q-0029 addressed to Valerie Marshall, Contract Specialist, Phone (901) 544-3619, Fax (901) 544-3710, email: valerie.marshall@usace.army.mil. Vendors not registered in Central Contractor Registration (CCR) database prior to award will not be eligible for award. Vendors may register for CCR by calling 1-800-334-3414 or register online at www.ccr.gov The associated NAICS code is 541360. Information may be submitted in hard copy or electronically, either through regular mail, email, or by facsimile. Regardless of method of delivery, it is the offerors responsibility to ensure receipt by the time and date stated herein. Contractor shall submit completed clause 52.212-3, Offeror Representation and Certifications, Commercial Items. Contractor shall submit quote to include all charges for requirement listed below: Scope of Work Magnetometer/GIS survey of site 23MI136, New Madrid Floodway, Mississippi County, Missouri. 1.General--Work to be undertaken consists of conducting a magnetometer survey, obtaining Geographic Information System (GIS) locations, marking located anomalies in the field, and report of results of the survey. 2.Specific Tasks The Contractor shall survey the proposed site area as designated by the Contracting Officer. a.The survey area consists of approximately 6-8 acres. The proposed survey right of way will be roughly flagged for delineation. The survey shall begin near the existing blue holes and extend landward. b.Field work will be completed between 25 July and 19 August, 2011. c.GIS data will be obtained for each anomaly found and that anomaly will be numbered. d.Within 24 hours after detecting an anomaly it will me flagged and marked in the field. e.A field map showing anomalies will be developed upon or before (daily) completion of the survey. f.Project maps, with the approximate survey area marked, are enclosed. g.A draft and final report will be written and submitted to the District archeologist, Memphis District. A map of the survey area and anomaly locations will be placed in a removable sleeve in the back cover of the final reports. The contractor will produce six hardcopies and one electronic copy of the draft report. h.The Corps district archeologist will have 30 days to review the report i.The Contractor will have 30 days after receiving comments to revise the draft and print the final report. j. All work under this delivery order shall be completed by 1 November, 2011. All field work will be completed by 20 August, 2011. If required, the delivery order time may be extended on a day-to-day basis at no extra cost to the government. k. The Contractor shall produce ten final hard copies, one electronic compact disc (CD) master of the final report. All CDs will be properly and professionally labeled.
