- The Department of Veterans Affairs, Fargo VA Health Care System, Health Care for Homeless Veterans Program, 2101 Elm Street, Fargo, North Dakota, 58102-2417 intends to publish a Request for Proposals (RFP) for contractors to provide temporary housing / emergency shelter (homeless shelters) within the Fargo-Moorhead Community for the immediate placement of homeless (female or male) Veterans, to include those with co-morbid conditions that include serious mental illnesses, substance abuse disorders, and other serious medical conditions. The VA intends to engage multiple contractors to provide rapid placement in a supportive, residential setting to VA referred Veterans throughout the community of Fargo, North Dakota, Moorhead, Minnesota and adjacent communities. The contractor will require a safe and secure facility, staff 24-hours a day, 7-days per week providing housing for the number of beds contracted, with adequate preparation and storage area to prepare nutritious meals, an area that promotes community interaction, restrooms/bathroom to allow participates to maintain acceptable levels of personal hygiene, laundry equipment, office space for VA - HCHV clinical staff to counsel veterans, and office supplies and equipment to prepare and record required documentation of participates length of stay, progress reports/treatment plan, invoicing, etc ¦. The North American Industry Classification System Code (NAICS) is 624221 - Temporary Housing/Shelters and the small business size standard is $5.0 million (USD). The solicitation will be unrestricted; the Request for Proposal (RFP) will be identified with solicitation number VA 263-11-RP-0175 and is anticipated to be issued on or about August 3, 2011. This proposed contract will be a firm fix-price (per diem rate) for prescribed services on a monthly basis. Potential offerors are responsible for downloading all documents, including amendments, from this website without further notification from the Contracting Officer. The term of the contract will be one (1) base year plus four (4), one-year options, at the discretion of the Government.
