F11PX0499 This is a notice of intent to go Sol Source in accordance with FAR 6.302-1 for the following items: Nine, 925-0037-00Quantum 4000E Mini BackpackNine, 925-0045-00Quantum 4000E Remote Download OptionNine, 925-0083-00Solar power with rechargeable batteryOne, 925-0012-00Quantum Remote Download Base StationOne, 925-0053-00420 MHz, 3-element Yagi collapsible antenna for remote downloads One, 925-0084-00Collar SW - GPS user softwareOne, 925-0075-00Collar Auto software to automate UHF remote downloads via the base station Vendor:TELEMETRY SOLUTIONS5051 Commercial Circle, Suite AConcord, CA 94520 U.S.A. few manufacturers create GPS data logger devices that are small enough to fit on the birds we intend to track (Hawaiian Moorhen). The maximum allowable weight for transmitter to bird weight is 3% (transmitter cannot weigh more than 3 % of the birds weight). Since adults weigh approximately 300 grams, to meet the weight requirement devices must be close to 10 grams. In addition, to meet the goals of the study, we need to track the birds over multiple years. This creates two added limitations. One is that we need a transmitter that can last the duration the study. Most GPS data logger devices small enough for birds we will track have a battery that only lasts for several months at the most. To meet the goals of the study, we would have to recapture the birds, recharge the battery and put it back on the birds; this is not feasible as birds cannot be recaptured. So, we need a battery that can recharge itself. Even fewer manufacturers create GPS data logger devices that can recharge themselves via solar panels and that are small enough to be placed on the birds we intend to track. Second, all other GPS data logger devices small enough to fit on the birds we intend to track require the recapture of birds to obtain the data from the devices. Since birds cannot be recaptured as they become trap wary this is not feasible. Only Telemetry Solutions has included an ability to remotely download data from these smallest GPS data logging devices. Finally, we need the transmitters for a fall 2011 project initiation. Telemetry Solutions has committed to build the transmitters in this timeframe. The development of GPS data logger devices with solar recharge and remote download capability that weigh 10 grams has taken years of manufacturing refinement, therefore it is unlikely that any other manufacturer could develop a device with all the same capacities in the timeframe that we need for this project. The table contains the makers of GPS data logger devices that can be used on birds. Only Telemetry Solutions has the combination of size, battery life, remote download capability and production timeline to satisfy the needs of the project. This order also included the proprietary software and ancillary equipment needed for the remote downloading the data.
