Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a purchase order to Rollins School of Public Health, Emory University, 1518 Clifton Road NE, Atlanta, Georgia 30322 for the acquisition of the Health Impact Assessment Project. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611310, Colleges, Universities, and Professional Schools. The period of performance for this procurement is 4 months. The Health Assessment Impact Project is a very specific and high profile project that has multiple national and regional benefits and impact on the Tracking Program as a whole. This project focuses on the development, testing, and application of methodology for local health impact assessment at the state and sub-state levels. The ambient air pollution data for ozone and particulate matter ( O3 and PM2.5 ), morbidity, mortality and population data are developed in addition to methods to link air pollution and health outcome data, including methods for spatial interpolation of ambient air data. Concentration response functions are used to base case and sensitivity analyses. The optimum software to allow these assessments and estimation of air pollution health impacts for selected states and sub-state areas is BenMap. Emory University, Rollins School of Public Health is the only source capable of performing the requirements of the program because of their expertise as well as having the required tools to immediately proceed with the project. Emory University is uniquely situated in close proximity of CDC and has been collaborating on this effort for the past year. Emory has completed Phase 1 of this project, identified selected group of grantees to pilot this methodology, and has identified the key demographic, regional and other population exposure characteristics needed for study locations in order to develop Health Impact Assessment models that can be used for local analyses. Emory had developed models that are applicable on a national scale. Emory University has developed highly unique and detailed reports on the utility of the BenMap software, extensively testing its applications and working closely with the pilot states to determine the feasibility of this tool and developed methodology that can be implemented across the national Tracking Program. Emory has direct knowledge and ownership of this data. No other entity can deliver the product since they have not been involved with the project from the beginning and do not have access to the same evaluation protocol and results. Emory University has completed the first phase of this project and has completed the assessment and analysis of the air quality data and has the sole knowledge and resources to continue to the second phase of this project. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Emory University. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
