Source Sought Survey 1. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY, THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. the purpose of this Source Sought Synopsis (SSS) is to assist HQ AFRC in determining the potential levels of interest, adequate competition, and technical capability within the Small Business Community to provide continued Base Operating Services (BOS) at Homestead ARB, FL. The required services are described below. This SSS is solely intended to obtain Market Research information in accordance with Federal Acquisition Regulation (FAR) Part 10, which will be used to formulate an acquisition strategy to procure these services. This SSS does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future, nor does it commit the Government to contract for any supply or service. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this SSS. 2. BOS support at Homestead ARB includes all personnel, supervision, equipment, tools, materials, supplies, test equipment and other items and services necessary to perform in areas outlined below. SUPPLY: Supply and equipment support to the 482nd Fighter Wing and tenant units for their worldwide wartime and peacetime readiness mission requirements is required. This includes, but is not limited to, support for on-station and deployed F-16 aircraft, other transient aircraft, issuance of mobility bags and weapons to deploying personnel, and training to supply reservists. Supply uses the AF computerized Standardized Base Supply System (SBSS) to account for materiel at base level and includes Files Maintenance, Item Accounting, Warehousing, and other supply support services. VEHICLE OPERATIONS AND MAINTENANCE: Provide effective management, receipt, assignment, accountability, operation, transfer, inspection; major and minor, as well as scheduled and unscheduled and preventative maintenance services for the base vehicle fleet, tenant organization vehicles, and transient vehicles. Vehicles assigned are a combination of in-house government-owned vehicles and limited GSA-leased vehicles. TRAFFIC MANAGEMENT: Provide a full range of traffic management services including commercial and military passenger movements and cargo shipments for base operations during day-to-day, exercise and contingency operations. TRANSIENT AIRCRAFT MAINTENANCE: Provide transient alert control and arrival, processing and departure services, to include marshalling, parking, refueling/de-fueling, minor maintenance, turn around inspection services, recovering of drag chutes, and verifying aircraft weapons safety status. REAL PROPERTY MAINTENANCE: Perform Recurring Work Program (RWP) and service calls for facility maintenance; utility systems, fuels facilities, power production, fire suppression system, pavements and roads, airfield lighting and aircraft arresting system maintenance. FUELS MANAGEMENT: Provide services for receiving, storing and issuing aviation and ground fuels to fully support the wing, tenant and transient organizations at Homestead ARB. AIRFIELD MANAGEMENT: Provide airfieldmManagement services, flight planning, inspections/checks, flight line training, as well as monitoring and coordinating airfield maintenance and support activities. WEATHER: Provide services performing, recording and disseminating surface weather observations, mission execution forecasts, and mission warnings. 3. This SSS is requesting responses only from Small Businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 561210, Facility Support Services, with a size standard of $35.5M. 4. In addition to Small Businesses, HQ AFRC is particularly seeking responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUB Zone Small Businesses, Small Disadvantaged Small Businesses, Historically Black Colleges and Universities/Minority Institutions, Small Business Joint Ventures, Consortiums and Teaming Partners. 5. A brief survey is provided to gather information from those parties possibly interested in this acquisition. Responses must demonstrate the company's ability to perform the services in accordance with the Limitations on subcontracting clause (FAR 52.219-14). Marketing brochures and/or generic company literature is not desired. 6. Responses to this RFI and survey are to be submitted by email only no later than 28 July 2011 to william.calhoun.1@us.af.mil. All responses from prospective offerors must provide the return email address, company name, cage code, DUNS number, mailing address, telephone number and point of contact within the body of the response.
