- FA3047-11-B-0006 PreBid Site Visit Attendance Sheet (12 Jul 11) Site Visit Meeting Highlights (12 Jul 11) 8:30am - 10:00am 1. CO confirms that there will be no other site visit allowed for this project. 2. CO emphasized that technical and contractual questions should be directed to Contracting. No questions should be sent directly to Civil Engineering and a reference should be provided for each question i.e. SOW page__, etc. All questions must be submitted 10 days prior to the bid opening date. 3. CO expounded on HUB ZONE rules, certification and direct rules concerning this project. 4. The following questions were raised by potential bidders during the meeting. These questions still need to be clarified by the government. a. How will the government issue the Notice to Proceed (NTP) for each project? The NTP will be issued for each project separately. b. Cost and Pricing should stand alone for each individual project when modification arises after contract award i.e. general conditions, material, direct labor, other direct cost, equipment, labor burden, overhead, profit and bond. 5. Please ensure that Bid Bonds are properly completed without errors. An invalid bid bond could be considered unenforceable thus bid shall be considered non-responsive (rejected bid). 6. Please ensure your Online Representations and Certifications Application (ORCA) and Central Contractor Registration (CCR) are updated supporting the designated solicitation North American Industry Classification System (NAICS) code (238220) for this project and supporting HUBZone certification. 7.
