Description
SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER). The subject acquisition is for a broad range of maintenance, repair, and minor construction work on real property at Sheppard Air Force Base (AFB) and its associated sites. The contract will be an indefinite-delivery/indefinite-quantity type contract and will include a wide variety of individual construction tasks as identified and based on prices from the latest 4Clicks or equal, which will be utilized as the cost estimating software program, hereinafter referred to as the Computerized Pricing Guide (CPG). During the contract period, the Base Civil Engineer (BCE) will identify construction tasks required to complete each specific job, and the 82nd Contracting Squadron will negotiate and issue individual task orders to the contractor. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The contractor will be required to maintain a management office on Sheppard AFB in order to receive task orders and provide other management services related to accomplishing individual jobs. Individual jobs will vary in size and complexity. The jobs will include tasks in a variety of trades including, but not limited to carpentry, roofing, excavating, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The performance period will be a 13-month basic year with three 12-month option years, with an anticipated contract start date of 16 September 2011. The current anticipated issue date of the Request for proposal is 28 July 2011. It has been determined that the proposed contracts competition will be limited to 8(a) firms located within the geographical area serviced by Small Business Administration district offices in Texas and Oklahoma, and the other 8(a) construction firms with bona fide place of business with the geographical competitive area, and the assigned NAICS Code. All other 8(a) participants are deemed ineligible to submit offers. The anticipated magnitude of this contract is between $2,500.00 and $6,490,000.00 over the life of the contract.
