- The Defense Threat Reduction Agency (DTRA) intends to award a sole source contract to ATK Launch Systems, Inc. (ATK), Magna, UT 84044 to provide Rocket Motor Production Course (RMPC) under the authority of 10 U.S.C. 2304(c)(1); FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. DTRA has a requirement for trained arms control inspectors and escorts to accomplish its missions in support of treaties and agreements, specifically New Strategic Arms Reduction Treaty (NST). NST inspectors and escorts conduct inspection activities involving solid-fueled missiles. The RMPC is a unique solid rocket motor and basic missile operations training program that supports and familiarizes the NST inspectors and escorts in the areas of orientation and production of solid rocket motor fundamentals; operational readiness and propulsion capabilities; and touring of the fuel rocket production facility, which is a crucial part of the training requirement. This action will result in a sole source Firm-Fixed Price contract with an estimated value of $400,000 for the period of five years to ATK. This notice is NOT a request for competitive proposals. Interested parties may express their interest by submitting in writing clear and convincing evidence of how it will meet the Government's requirements to the Contracting Officer Ms. Sae-Jin Yu via email at Sae-Jin.Yu@dtra.mil, by 10 AM (Eastern Time), July 21, 2011. No telephone requests will be accepted and No formal solicitation is available. All inquiries must include business name, point of contact, address, and telephone number with area code. The Government will not be responsible for any costs incurred in responding to this notice of intent. All documents submitted will not be returned. A determination not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
