- On or about July 28, 2011, the Department of Interior, National Park Service, Omaha Regional Office intends to issue a Request for Quote (RFQ) P11PS61097 for Asphalt Shingle Roofing Replacement and Masonry Work at River Raisin National Battlefield, Monroe, Michigan. The work will include all labor, tools, materials, and equipment necessary to complete installing a new roof on River Raisin National Battlefield Visitor Center Located at 1403 E Elm Avenue, Monroe, MI., including but not limited to: 1. Removal and disposal of approximately 3200 sq ft of existing asphalt shingles, 200 sq ft of membrane roofing, roof sheathing and miscellaneous flashing. 2. Selective replacement of deteriorated board roof sheathing. 3. Installation of asphalt shingles, membrane roofing and metal flashing. 4. Replacement of roof venting system. 5. Selective replacement of deteriorated fascia. 6. Install new metal flashing around brick chimney and dormers 7. Remove and replace 285 linear ft of gutters including downspouts. 8. Tuckpoint existing chimney RFP ISSUANCE: The anticipated issuance date of the RFQ is on or about 28 July 2011 with an anticipated closing date of 23 August 2011. The anticipated period of performance is 45 calendar days after receipt of the Notice to Proceed. Note: There will not be a public bid opening for this requirement. The RFQ will be posted and available for download at the National Business Center (http://ideasec.nbc.gov) on or about 28 July 2011. In addition, general information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov). Any amendments issued to the solicitation will also be available at the websites mentioned above. NO HARD COPY DOCUMENTS WILL BE ISSUED. The project is a Total Small Business Set-aside in accordance with FAR 19.5 for Small Business Participation. The NAICS code is 236130 (Roofing Contractors) Davis Bacon Wage Determinations will apply; General Decision Number: MI100196 07/01/2011 SITE VISIT: 9 August 2011 at 10:00 a.m. EST. All parties will meet at the Visitor Center, address: Located at 1403 E Elm Avenue, Monroe, MI. Call if you need directions: 330-657-2356. GENERAL INFORMATION: IAW FAR 36.204, the estimated magnitude of the project is between $25,000 and $100,000. The applicable NAICS code for this action is 236130 (Roofing Contractors). A source selection process will be conducted in accordance with FAR Part 15, Source Selection Procedures, utilizing a Performance Price Trade Off process (PPT), whereas past performance is significantly more important than cost/price. The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. All responsible sources may submit a quote, which shall be considered by the agency. The contracting officer will be using Lowest Price Technically Acceptable quote Process. This project is subject to the Davis-Bacon Act. Bonds will be required as follows: Payment bond - 100% of the contract price. Insurance will be required for this project. Be advised that this requirement may be delayed, cancelled, or revised at any time during process based on decisions related to Department of the Interior (DOI) and National Park Service (NPS) changes. CENTRAL CONTRACTOR REGISTRATION INFORMATION: To be eligible for a government contract, contractors must be registered in the Central Contractor Registration (CCR) government system prior to award. We advise potential bidders to begin the registration process when they prepare their proposal to ensure the registration in the CCR database is complete and in-place should they be selected for award (see FAR Subpart 4.11).
