Description
Sole Source Justification USDA-Animal and Plant Health Inspection Service (AHPIS) National Center for Animal Health Programs (NCAHP) Ruminant Health Program (RHP) anticipates a sole source service contract for three to five years under the authority of FAR 6.302-1 (see attached justification) for the following requirement: Maintenance and Repair of BioTek Elx808 Absorbance micro plate readers. This contract will be for three to five years of routine maintenance and applicable repairs for approximately 40 Elx808 Rapid Test Readers at approximately $30,000 per year ($150,000 total). The Elx808 units are proprietary equipment manufactured by Biotek of Vermont. The U.S. Department of Agriculture Veterinary Services uses the ELx808 Rapid Automated Presumptive (RAP) biotech reader to conduct blood test for the detection of brucellosis infection in cattle. BioTek is the only company that manufactures these RAP machine. Technical evaluations, servicing, and repairs are required to be done by the manufacturer to assure proper function and valid test results. Maintenance, calibration, and repair of the units must be conducted by the authorized repair depot in order to maintain warranty certification. At this time we do not have any personnel certified to conduct these services. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
