Description
Justification and Approval (J&A) to Purchase Hardware and Software Maintenance for the Starcaster Digital Automatic Terminal Information Service (D-ATIS) System. NOTICE OF INTENT TO AWARD SOLE SOURCE The Headquarters (HQ) Air Education and Training Command (AETC), AETC CONS/LGCD, Randolph Air Force Base (AFB), Texas 78150, hereby formally announces the intent to award a firm-fixed price contract on a sole source basis to Systems Atlanta, Inc. The contractor will be required to provide maintenance support to the D-ATIS systems, to include StarCaster D-ATIS software, StarCaster D-ATIS hardware, Systems Atlanta's proprietary IDS5 Interface Software, IDS5 connectivity, and all associated D-ATIS hardware at Columbus AFB MS, Keesler AFB MS, Lackland AFB TX, Laughlin AFB TX, Luke AFB AZ, Maxwell AFB AL, Vance AFB OK, and the USAF Air Force Academy, CO. The proposed contract action is for hardware and software maintenance to support the Starcaster Digital Automatic Terminal Information Service (D-ATIS) systems procured to support the Air Traffic Control mission at eight field units in AETC. The D-ATIS systems were purchased to provide direct interface with the existing Airfield Automation System (AFAS). The Air Force intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii), section 4202 of the Clinger-Cohen Act of 1996. The approved Justification and Approval has been attached to this synopsis and will be posted to FBO 14 days after contract award in accordance with FAR 13.501(a)(1)(iii). This notice of intent is NOT a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any responses received after 21 July 2011, 12:00 PM CST of publication of this synopsis will not be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
