Description
The Naval Air Warfare Center Training Systems Division, Orlando, FL intends to award a sole source contract to VSD, LLC for the refurbishment, delivery, installation, testing, train the trainer course of instruction, and contractor support services for both the Iraqi Navy Patrol Boat (PB) and Offshore Support Vessel Training Systems(OSV) in Umm Qasr, Iraq. Additionally, to provide one-year logistical support for 12 Iraqi engineering students in and around Morgan City and Houma, LA while Iraqi PBs and OSVs are being built at their respective shipyards. VSD, LLC was the subcontactor and prime contractor responsible for the development and integration and curriculum development and the delivery of the original Patrol Boat and OSV respectively. VSD, LLC is the only vendor possessing the core knowledge for all instructional services associated with the Patrol Boat and Offshore Vessel simulators. VSD,LLC possesses extensive knowledge about the systems, training requirements and logistical support specific to this project. The estimated total value of this contract is estimated to be $9.9 M. The applicable NAICS for this acquisition is 611710 with a business size standard of $7M. This purchase will be made under : 10 U.S.C. 2304(c)(1), and as implemented by FAR 6.302-1, only one responsible source and not other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and telephone requests will not be honored. Per FAR 5.207(c)(15) All responsible sources may submit a capability statement, proposal or quotation which shall be considered. No award will be made on the basis of quotes or offers received in response to this notice. Interested parties may identify their interest and capabilities to meet this requirement by 29 July 2011. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government. The intent of this notice is for informational purposes only. No reimbursement for any cost connected with providing capability information will be provided.
