Description
This synopsis is issued by the National Ground Intelligence Center (NGIC) solely for informational purposes in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopses of Proposed Contract Actions. It does not constitute a Request for Proposal (RFP) or a guarantee to issue a formal solicitation. The primary purpose of this notice is to increase competition, broaden industry participation, and assist small business concerns in obtaining contracts and subcontracts. If a formal solicitation is released, it will be publicized via the Army Single Face to Industry (ASFI) acquisition business web site (https://acquisition.army.mil/asfi/) and posted on the Federal Business Opportunities website (https: //www.fbo.gov). It is the responsibility of the interested party to monitor these websites for any information that may pertain to this synopsis. The information provided in this synopsis is subject to change and shall not be interpreted as binding on the Government in any way. The National Ground Intelligence Center's objective is to provide comprehensive Biometric-Enabled Intelligence (BEI) training to support the Department of Defense and the Intelligence Community with trained Biometric Intelligence Analysts. The contractor shall have the following capabilities: (1) Provide Biometric-Enabled Intelligence (BEI) trainers with appropriate experience (2) Provide BEI training support, ensuring that training standards are met (3) Provide briefing support (4) Write BEI training materials, manuals, doctrine, and standard operating procedures (5) Provide BEI exercise training support (6) Provide training support for new Biometrics Intelligence Program (BIP) personnel (7) Produce BEI and /or Identity Intelligence (I2) products as directed The contractor shall have the capability to employ biometric training specialists. These trainers must have at least one year minimum teaching experience and possesses a trainer or teaching designation or certification. Trainers must have all-source intelligence analytical experience with a minimum of three years of overall production experience and a minimum of six months experience in specific biometrics applications, including the Automated Intelligence Management System (AIMS), Biometric Intelligence Resource (BIR) systems, and Biometrics Automated Toolset (BAT). Additionally, they should possess a minimum of six months experience in a minimum of one of the following: Distributed Common Ground System - Army (DCGS-A) applications, TRAX / Pathfinder, M3 / AMHS, or Tripwire Analytical Capability (TAC). Throughout the period of performance, the contractor shall remain proficient on new / emerging teaching and or training capabilities, new biometrics intelligence and identity intelligence processes / capabilities that support worldwide operations, National and COCOM intelligence priorities, and other applicable intelligence and training topics. The contractor shall provide Biometric Intelligence training support, ensuring that training objectives are met, and that upon completion of training, the organizations trained are able to accomplish the desired tasks. The training standards used will be tailored to customer requirements, as determined in prior coordination, and the Intelligence Community Analytical Standards. Additionally, the contractor shall monitor and assess BEI training results. The contractor shall be able to provide tailored NGIC Biometrics Intelligence Program briefings to multiple audiences and organizations. These briefings will consist of, but are not limited to, VIP BIP Overviews, BEI Training Program Overviews, BEI Toolset overviews and similarly related BEI and Identity Intelligence (I2) topics. The contractor shall have the capability to write BEI training materials, manuals, doctrine, and standard operating procedures to be used for BEI and I2. The contractor shall be able to provide unit level BEI exercise training support. They will prepare BEI related events that feed the overall exercise scenario, assist in the execution of the exercise (i.e. white cell support), and evaluate the unit's BEI execution during the exercise. The contractor shall have the capability to train new personnel from across the BIP in BEI and I2 applications, tradecraft, and tools. The contractor shall be able to conduct BEI and /or I2 all-source intelligence analysis and production in support of BIP priorities as directed when not conducting or preparing for training activities. The period of performance will be for 12 months with an Option to Extend Services up to an additional six months. The anticipated start date is 29 September 2011. The training will be primarily performed at the National Ground Intelligence Center in Charlottesville, Virginia. However, the contractor may be required to conduct up to 100 training missions at various locations worldwide. Travel, both within the U.S. and overseas, will be required for customer support. The Government will furnish the necessary work space and provide equipment to perform the required tasks. Performance requires a TOP SECRET contractor facility clearance. Contractor personnel performing under this contract must be U.S. Citizens, have a final TOP SECRET clearance with a Single Scope Background Investigation (SSBI), and must be eligible for indoctrination to the Sensitive Compartmented Information (SCI) level. Some positions may require a Polygraph examination if additional accesses are required. The contractor is responsible for obtaining all necessary security clearances for contractor personnel. This TOP SECRET level contractor facility clearance requirement may also apply to affiliates, team members, and subcontractors if they have access to classified information.
