Description
This announcement is a pre-solicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Quotes (RFQ) No. P11PS12953 on approximately July 29, 2011. The RFQ and future amendments will be available, without charge, through www.fbo.gov. Paper copies of the solicitation shall not be issued but electronic copies of the solicitation shall be issued electronically on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov Project Description: Provide labor, tools, and equipment to furnish and install a residential fire alarm and fire sprinkler system for four single family residences and four apartments at Castolon developed area in Big Bend National Park, Texas. A pre-bid walk-through will be scheduled on or around August 11, 2011. This date is subject to change - check date in Request for Quotes when solicitation is issued. Offerors: This acquisition will be 100% small business set-aside. All responsible sources meeting this criteria may submit a proposal which shall be considered. The North American Industrial Classification System (NAICS) code for this acquisition is 238220. The small business size standard is 14.0 million. Magnitude of the Project: The estimated price range is between $25,000 and $100,000. NPS intends to award a Firm Fixed Price Contract. Davis-Bacon prevailing wages apply. Award will be in accordance with but not limited to FAR Part 13 Simplified Acquisition Procedures, Far Part 15 Contracting by Negotiation, and FAR Part 36 Construction. Evaluation Criteria/Factors: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors. Aside from price, the anticipated factors are: (a) Technical Capability (b) Past Performance. All evaluations factors other than price when combined are EQUAL to price. CCR & ORCA: Bidders, prior to submitting a bid, must be registered and active in the Central Contactor Registration Database, and Online Representations and Certifications Applications. If the successful bidder is not registered and current at the time of award, the Contracting Officer will proceed to offer award to the next otherwise successful bidder.
