Description
PM-HTV "Sources Sought" Notice This is a request for information only. The purpose of this notice is to determine the interest and feasibility of establishing this requirement for the future Acquisition of Flatracks and Container Roll- out Platforms (CROPs). The Government is accepting submissions from both large and small businesses. Please indicate your business size on your submission should you elect to send a submission no later than 22 July 2011. The U.S. Army Contracting Command, TACOM Contracting center is conducting market research through this sources sought notice to obtain information in regards to potential sources for an anticipated Request for Proposal for the Flatrack and Container Roll-Out Platform (CROP). The Government is seeking to purchase an estimated 29,803 Flatracks and 10 CROPs to fulfill the Army's continuing need to transport cargo loads and ISO containers. The customers include Army Reserve, Army National Guard, marines and Foreign Military Sales (FMS). The North American Classification Standard (NAICS) code for this requirement is 332510. The value of this requirement is estimated at $159 million. The Government is considering this requirement as a small business set-aside for a 1 year firm fixed price contract with option years. There is no TDP for this requirement. The Government will purchase these items according to the purchase description. Please see the attached detailed purchase description for both the Flatrack and CROP combined. The following requirements listed below are critical elements to this procurement that must be met in order to fulfill the Army's current need for Flatracks and CROPs. Corrosion Prevention and Control The M1077A1 ATPD requires corrosion prevention and control in order to achieve a 20 year corrosion life, and enhanced durability of load surfaces. Corrosion control. The performance of the corrosion protection shall at a minimum meet the requirements of GM 9540P 160 cycles and ASTM D1654. The corrosion protection shall be to both internal and external surfaces of the unit. Removable components shall also be treated to the same standards or be made from material to resist corrosion except where it would impede in the function of the unit. Production Capabilities The contractor is required to be able to produce the Flatrack at a production rate of 800- 1,150 units per month. It is requested that potential contractors submit information on its capability as a manufacturer of Flatracks and CROPs. Submissions shall not exceed five pages, and be submitted electronically to jennifer.m.meyer40.civ@mail.mil. No telephone inquiries will be accepted. This is not a solicitation and does not in any way obligate the Government to issue a solicitation or make an award to anyone who responds to this sources sought notice.
