- Synopsis: Subject: Environmental Consultant The Army Contracting Command-Picatinny on behalf of the US ARMY Garrison, Picatinny Arsenal, NJ, intends to solicit and award a sole source, Firm Fixed Price purchase order to Subsurface Solutions, LLC, Sparta, NJ, to act as an Environmental Consultant for the TAPP program at Picatinny Arsenal, NJ. Statutory authority for this sole source purchase is FAR 6.302-1(a)(2)(iii)(A)(B). The Performance Work Statement and data report are attachments to this synopsis. The requirement consists of an Environmental Consultant to review and interpret technical documents relating to selected remedial investigation workplans, reports and feasibility studies concerning groundwater issues at Picatinny Arsenal. This support is to be provided to the Restoration Advisory Board(RAB) regarding the adequacy of the technical reports in terms of supporting the nature and extent of contamination, and the determination and calculation of potential risks to nearby residents. The review will consist of a written analysis of the Remedial Investigation(RI) or Feasibility Study(FS) or other appropriate document, a briefing to the RAB and attendance at RAB meetings as specified. Individuals must have knowledge of hazardous substance issues and laws, academic training in relevant disciplines, and the ability to review, understand, and put into terms understandable to lay persons. The applicable NAICS code is 541620 and the business size standard is $7.0M. The Period of Performance is for one (1) base year and two (2)-one(1) year options. All interested parties must be registered in the Central Contracting Registration (CCR) database and the Online Reps and Certs Application(ORCA). Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video and other technical data.
