- Synopsis FA4418-11-R-0015 for Repair of HVAC, Red Bank Club, B942 CHS-WS The 628th Contracting Squadron at Joint Base Charleston, SC will solicit for the repair of HVAC system at the Red Bank Club located on the Joint Base Charleston, Weapons Station, Goose Creek, South Carolina. Dollar magnitude for this contract is between $500,000 and $1,000,000.00. The performance time is approximately 180 days. This is a Design Build project consisting of two phases. Phase 1- Design and Phase 2 - Build. The work to be performed by this contract consists of furnishing all plant, labor, materials, equipment, supplies and supervision necessary to complete project DKFX-111110. Work to be performed includes demolition and replacement of the existing 80 ton air cooled chiller, approximately 1400 BTUH output gas-fired boiler and 120 kW electric water heater. New equipment to be installed includes an energy-efficient air-cooled chiller of increased capacity, condensing gas-fired boilers, and a condensing gas-fired hot water heater. In addition, two roof top mounted DX air conditioners of approximately 10 tons capacity each will be demolished and replaced with new air handlers which will be provided with chilled water from the new chiller for cooling and hot water from the new boiler for heating. Piping, appurtenances, and controls will also be replaced to provide reliable, energy efficient HVAC and domestic water heating systems. This acquisition will be set-aside for 100% HUBZone Small Business. The applicable NAICS code is 238220 with a small business size standard of $14,000,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 19 Jul 2011 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. All prospective contractors must be registered in the Central Contractor Registration, (CCR), in order to be eligible for an award. FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation/RFP either before or after the bid opening/RFP closing date.
