- NOTICE: 100% SET-ASIDE UNDER THE WOMEN-OWNED SMALL BUSINESS PROGRAM IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATIONS SUBPART 19.15. Project Name: Paint Exterior of Visitor Center Complex, Cabrillo National Monument. The Solicitation Number for this project is P11PS81104. The US Department of the Interior, the National Park Service, Pacific West Regional Office intends to solicit quotations from Women-Owned Small Businesses meeting the requirements of FAR 19.1503 for a firm-fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. Work includes, but is not limited to, the preparation, priming, and painting of the exterior of (4) buildings, (1) wooden fence, (60) 12" wood columns, and (2) vending machine shelters. Surfaces to be painted include exterior walls, wooden and steel doors & frames, gutters & downspouts, building & window trim, and round wood columns. The North American Industry Classification System (NAICS) code for this requirement is 238320, and the small business size standard is $14.0 million. Contractors must be currently listed in ORCA as a Woman-Owned Small Business for this solicitation's NAICS code. Those offerers not listed as a Woman-Owned Small Business for the appropriate NAICS will be deemed ineligible for further consideration for award. Contract duration is approximately 30 days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $25,000 and $100,000. This is a "Best Value" negotiated procurement. Selection shall be based on the following factors: i) Status as a Woman-Owned Small Business pursuant to FAR 19.1503; ii) Technical Qualification, to include relevant experience in painting of various exterior structures and surfaces; iii) Past Performance; and iv) Price. Status as a Woman-Owned Small Business Concern as described in FAR 19.15 is an absolute requirement, and offerers not meeting this criteria will not be further considered. All other non-price factors, when combined, will be evaluated approximately equal to price. A site visit will be scheduled for all interested and qualified parties with the time and date to be announced in the solicitation. The Solicitation and attachments will be posted electronically on or about July 29, 2011 at the following website: www.fedbizopps.gov. (See FEDBIZOPPS SEARCH, below). All Amendments will also be posted to this website. Responses will be due approximately 21 days following the date of posting of the solicitation unless extended. This Executive Order introduces a Federal Government-wide prohibition on the use of text messaging while driving on official business or while using Government-supplied equipment. Additional guidance enforcing the ban will be issued at a later date.
