309th Tooling Design and Reconfiguration Sources Sought Synopsis THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Ogden Air Logistics Center Contracting Directorate is conducting market research to determine the existence of potential small business sources to provide services as required for tooling design and reconfiguration. Requirements may include design, prototype/ preproduction, and fabrication (which include the procurement of the parts and ancillary equipment), and tool testing. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Center Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in August 2011 timeframe for the acquisition of services required for tooling design and reconfiguration at Hill AFB, UT. The estimated contract period including all options is 1 November 2011 - 31 December 2015. The Government will determine the type of contract based partially on the results of the market research. The successful contractor shall perform design, prototype/preproduction, and fabrication (which include the procurement of the parts and ancillary equipment), tools, tool testing, and test documentation development. This product will be subject to a Factory Acceptance Test and other government evaluations. The types of tools that the contractor may be required to develop include; Machine Fixtures, Assembly Jigs, Bearing Pullers, Specialty Wrenches, Carts, Lifting Beams, Gauging Devices, Inspection Equipment, Test Equipment, Tables and Stands, or any combination of these. A draft Performance-Based Work Statement is attached. The NAICS code for this requirement are 333514. The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; and (3) information about your company and why you think you can perform this service. In order to be considered in this market survey, please reply by close of business Friday, 22 July 2011. AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Kevin Flinders, by email at kevin.flinders@hill.af.mil or 801-777-6549. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
