Description
Source Qualification Statement for F16 Electrohydraulic Servovalve (EHSV). This Sources Sought is NOT a request for competitive proposals and does not constitute a commitment, implied or otherwise, that procurement will be accomplished. This is NOT a request for proposal or invitation for bid. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government assumes no responsibility for costs incurred by the contractor in responding to this Sources Sought. These costs remain solely the responsibility of the responding contractor and response is voluntary. The 416 SCMS is conducting efforts to procure new spares for the F-16 Electrohydraulic Servovalve (EHSV) NSN: 1650-01-084-1570WF. The EHSV requires engineering source approval by the design control activity, 416 SCMS/GUMAE, in order to maintain the quality of the part. Failure of the EHSV could result in the catastrophic failure of the F-16 aircraft as a whole and loss of life. Correct operation of this item is essential to mission accomplishment and personnel safety. Failure to manufacture this item from a fully qualified source can result in operational failures that will compromise the mission capability of the F-16 and pose a safety risk to operation and maintenance personnel. The EHSV is controlled by the integrated servoactuator (ISA) Next Higher Assembly (NHA) drawing number 16VH001. Both the ISA and the EHSV have proprietary data that is not accessible by the government. Therefore, the EHSV requires engineering source approval by the design control activity. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Provide any supporting information such as catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. Responses to this Notice are due on or before 15 August 2011. Parties interested in manufacturing the F-16 Electrohydraulic Servovalve will be required to become a qualified source, in accordance with the attached Source Qualification Statement (SQS). All technical questions shall be made to the Technical Point of Contact provided. Technical POC: Michael Laudato (Michael.laudato@hill.af.mil, PH: 801-586-3183) Contracting POC: Julie Barney (julie.barney@hill.af.mil, PH: 801-775-3870)
