- The NAVSUP Fleet Logistic Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on a Sole Source basis a requirement to develop curriculum for the Navy ™s Drug Education for Youth (DEFY) Program. The current curriculum is need of updating to ensure it remains effective and relevant. The DEFY Program is a one-year comprehensive, community-based substance abuse prevention, education, and comprehensive life skills program managed by the Program Office. It is divided into two phases with a corresponding curriculum designated for each phase: a summer leadership camp (Phase I), a focused and intensive experiential learning environment, and a school-year mentoring component (Phase II), when youth and mentors meet at least once a month for mentoring, tutoring, and additional education. The procurement will be for services to update the current DEFY curriculum, develop additional curriculum topics, update printed program materials, and observe curriculum implementation. The Navy intends to solicit for a Firm Fixed Priced contract. The Government intends to solicit and negotiate with Carter Systematic Solutions, LLC on a sole source basis for this requirement. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. The applicable NAICS code for this requirement is 611710. Size Standard $7.0M. FSC-U099. See Numbered Note 22.
