- Title: Notice of Intent to Award Sole Source Purchase Order to the International Association for Energy Economics for the Publication and Dissemination of a Special Issue of the Energy Journal Posting Date:14 July 2011 Response Date:24 July 2011 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Change Division (CCD) intends to award a sole source, fixed price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13: Simplified Acquisition Procedures to the International Association for Energy Economics in order to publish and disseminate a special issue of the Energy Journal, entitled, ?Strategies for Mitigating Climate Change Through Energy Efficiency: A Multi-Model Perspective.? This special issue will include academic papers pertaining to advances in the state of the science of economic modeling that were completed for the Stanford Energy Modeling Forum Study 25 ? (EMF 25). Only those academic papers that received favorable peer review are eligible for publication. The International Association for Energy Economics (IAEE) is the sole publisher of the Energy Journal, which is widely recognized as the leading professional journal on the topic of energy economics, and the best venue for the publication of the EMF 25 study on the representation of energy efficiency technologies and policies in economy-wide models. While it is the government?s intent to issue a purchase order on a sole source basis to IAEE, interested parties with the capacity and technical capability necessary to successfully perform this requirement are invited to submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. This is not a request for quotation (RFQ). No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
