Description
The US Army Contract Command, Aberdeen Proving Ground, Natick Contracting Division, Natick, MA is seeking information as to whether or not there are small businesses that can support this effort. Based on the information received, a determination will be made as to whether or not the procurement will be issued as a small business set-aside. The purpose of this effort is to develop and execute all activities and procedures necessary to conduct an anthropometric survey of the representative U.S. Navy sailors including all naval communities general population (sea, aviation, etc), deliver the resulting anthropometric database and summary statistics, and produce a final report on the project. The survey shall result in a comprehensive anthropometric database that represents the current US Navy population that can be used to support design, sizing, and tariffing of clothing and equipment; computer aided design of workstations, workspaces, and ship design; and 3D solid modeling of body curvatures and shapes for personal protective equipment and other operational needs. All data collected shall be in correlation with data collections initiatives being conducted by US Army and US Marine Corps (ANSUR II) and joint service programs for future use. The contractor shall directly and physically measure 90+ standardized body dimensions (clothing, workstation and modeling related traditional measurements) on each of the 5000 Naval personnel using traditional measurement tools and methods; and in addition, collect a 3D whole body head/face scans on each individual using scanners. The participants shall be selected from a maximum of three Naval fleet concentration areas (East Coast and West Coast) in order to render statistically valid, representative samples of males and females from Active Duty and Reserve components. The contractor shall provide computer aided design and 3D solid models of body curvatures and shapes data for specifications for the digital human models for cost savings, efficient design, sizing, tariffing and reducing acquisition costs for personal protective equipment in future Navy programs. The contractor shall provide a methods and summary statistics report for clothing and possible equipment design guidance along with an electronic database comprising subject demographic data, traditional body measurements and archived scan images. The contractor shall provide recommendation on a sizing system commensurate with industry practices; validate the new designed sizing system through a minimum of two fit trials at Fleet concentration areas by demonstrating its effectiveness with selected Navy dress uniform items. Lastly, upon acceptance of the sizing system, provide model forms for use in dress, utility and protective uniform efforts. The surveys shall be executed in four phases: 1) Preparation and Validation of Methods, 2) Data Collection and Editing, 3) Database Development and Reporting, and 4) Size System Development and Validation, as well as an overarching Program Management element. Each phase is comprised of several major tasks. The first phase, Preparation and Validation of Methods, requires the use of the ANSURII Measurer's Handbook for the conduct of this survey, to be provided as GFP. This Handbook includes development of the measurement list, measurement criteria, landmarks and instrumentation; establishment of the measuring sequence of body dimensions; development of data collection spreadsheet, integration and validation of traditional and 3D data entry and quality control software and operational protocols. Contractor shall procure a 3D whole body scanner, head and face scanner, and accommodating software. The second phase, Data Collection and Editing, requires selection and training of the measuring team; collection of demographic data, 90+ traditional measurements and 3D whole body and head/face scans on each subject; implementation of standardized, validated on-site protocols for subject selection, processing, data quality and security; and overall management of hardware and software systems. This phase shall follow the ANSUR II protocol. The third phase, Database Development and Reporting, requires final data editing, development of the male and female anthropometric databases representative of the Navy sample, publishing of summary statistics and submission of a final project report. The fourth phase, Size System Development and Validation requires development of size systems for male and female Naval personnel based on the data collection, patterns, grading, fabrication of specific uniform items, analysis of the fit based on a size matrix for male and female uniforms and report of findings from the fit evaluation. The contractor shall procure and provide two each male and female model forms (manikin) based on the data collected for use in future uniform design efforts. In addition, anthropometric specifications will be provided for digital male and female models. Program Management requires development and execution of a detailed program plan describing the overarching program strategy insuring the contract, scheduling, and cost objectives are met. The estimated period of performance for the contractual effort is 30-36 months from date of award. The effort is unclassified. However, because data collection shall take place on military installations, no foreign nationals may be assigned to this project. The contractor shall furnish all necessary services, personnel, hardware, software (except Government Furnished Equipment), facilities, information and supplies required to perform the study. The study shall be conducted by appropriate personnel such as anthropologists and/or other professional personnel/team possessing the expertise to establish protocol for measuring humans to compile data that quantifies measurements to characterize the current population of the Navy. The data shall be analyzed by the team to develop size prediction charts for the Navy to improve patterns and develop uniforms that provide a better fit, utility and comfort for dress and protective clothing. The contractor's expertise after conducting an anthropometric study shall add lessons learned and validity to the Navy's and other studies for publishable results. This shall ensure that a level of expertise that supports the efforts of NCTRF and adds a professional dimension to validate the study for publishable results and cross-reference with other Services' (in particular ANSUR II) initiatives. After reading the scope of work above, please provide a white paper (5-page limit) responding to the following questions (include supporting documentation as applicable: (1) What qualifications/capabilities do you have to execute the required work? (2) What experience or past performance of a similar nature supports your qualifications/capabilities for the required work? Ensure the following is addressed in your response. (a) Traditional physical measuring and 3D scanning experience and the scope of previous data collection efforts; (b) Please indicate the dollar range of any related contracts;(3) Is your firm a small business?; (4) If this project were set-aside for small business, would you submit a proposal?; (5) If this project were set-aside for small business, would you submit a bid proposal if in your range?; (6) Is your firm a certified HUBZONE firm?; and (7) is your firm a certified 8(a) firm?
