- Valley Foods Synopsis The Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, intends to negotiate a on a sole source basis, under the authority of FAR Part 13.106-1 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization) with Valley Foods in Annville, PA, for the following supplies: Meals for Staff and Students of USUHS participating in annual Field Exercise This service will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). Scope of work: To supply meals to staff and students of USUHS for annual Bushmaster Field Exercise. Original intent was to use MRE's for all meals however upon arrival the MRE's were found to be damaged and unfit for consumption requiring an urgent procurement of meals from an alternate source. Specific deliverables for this procurement are: 1. Box Breakfast: QTY 3,252 2. Box Lunch: QTY 4,546 3. Continental Box Breakfast: QTY 954 The sole source determination is based on the urgency of the need, location of the vendor and the quantity of meals that Valley Foods is able to supply on extremely short notice. Therefore Valley Foods is the one source reasonably available to meet the needs of the government. This is not a request for quote.
