Description
Wage Determination Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation number is F5A3CF1161AC01, and is issued as a Request for Quotation (RFQ). The 301st Operational Contracting Office at NAS JRB Fort Worth, Texas is seeking quotes for a Firm Fixed Price contract, this proposed acqusition is currently unfunded.The contract calls for the contractor to install, terminate, splice, and test 36 strands of single mode fiber optic cable from multiple buildings (bldg 1730 to 1654, 1776 to 1654 and 1730 to 1251). The contractor shall utilize existing manhole/duct infrastructure as much as possible. The exact route and manhole path shall be verified at the time of site walkthrough. Terminate the cable on new fiber optic distribution panels using fusion spliced pigtails with SC connectors in both locations. The SOO, Statement of Objectives is included as an attachment and offers a detailed description of work to be performed. APPLICABLE WAGE DETERMINATION: The following U.S. Department of Labor Wage Determination is applicable to this procurement: Wage Determination No: WD 05-2513 (Rev.-11) dated 06/17/2011 is included In this solicitation as an attachment. A copy of this Wage Determination can also be found at http://www.wdol.gov. AVAILABILITY OF FUNDS: This project is currently not funded. It is anticipated that funding will be made available upon determination of final price. A site visit/solicitation meeting will be held at the 301st Contracting Flight located at Building 1710, NAS JRB Fort Worth, Texas 76127 on Tuesday, July 26, 2011 @ 10:00 AM, the site visit will follow the solicitation meeting. Quote submission shall be forwarded and received by Monday, August 8, 2011, 15:00 central standard time using either facsimile: 817.782.5371, e-mail: gene.peterson@us.af.mil, mail to: 301st Contracting Flight, Bldg 1710, NAS JRB Fort Worth, Texas 76127 or hand delivered to 301st Contracting Flight, Bldg 1710, NAS JRB Fort Worth, Texas 76127. SUBMISSION GUIDELINES: Submitted quote on company letterhead must include the following: (1) The solicitation or reference number; (2) Offerors name / address / phone number (3) remit to address, if different than the mailing address; (4) The price and discount terms (quote FOB Destination); (5) Offerors submission shall also contained a proposed scope of work (6) Submittals requested in the SOW. (7) Period of Performance (8) The time specified in the synopsis/solicitation for receipt of offers The offeror agrees to hold the price in its offer for at least 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. This RFQ incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 2005-53, effective 30 Jun 2011 and AFFARS Parts current thru AFAC 2011-0421, effective 21 April, 2011. This solicitation is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 335921-Fiber Optic Cable Manufacturing with small business standard of 1000 employees or less. (a) The Government will evaluate offers in response to this request and award a contract to the responsible offeror whose offer is conforming to this request and will be most advantageous to the Government considering price and other factors. The following factor shall be used to evaluate offers: (i) price. Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
