Description
NFFR7000-11-05091BS Title: Satellite Tags for Cetacean Research ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Wildlife Computers, Inc., for satellite tags for cetacean research. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) satellite tags for cetacean research that meets the low profile configuration of the tag described in NOAA's NMFS MMPA/ESA scientific take permit (14097) application (under which NOAA is authorized to tag whales) which specifies the electronics of Wildlife Computers. These tags were designed with the intention of creating the least amount of impact on the animal while obtaining the highest quality of data. Creating a new tag design, while there is a functional one available from Wildlife Computers would cause an unnecessary and expensive delay in meeting NOAA research objectives, would require a major amendment to our NMFS research permit (~12 month delay) and thus would require us to abandon further tagging efforts for over a year. Delivery date shall be 45 days ARO. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
