- This solicitation is well decommissioning. The Contractor shall, at its expense, pay all Federal, State, County, and Municipal fees applicable to the performance of the work. Plus, the contractor shall furnish all materials, labor, equipment, transportation, permits, testing and incidentals necessary to perform the required water well abandonment and measuring on the designated National Forest wells in accordance with these specifications. All work to be accomplished is located within the boundaries of the National Forests in Alabama, comprised of the Shoal Creek Ranger District, Oakmulgee Ranger District, Talladega Ranger District, Bankhead National Forest, the Conecuh National Forest and the Tuskegee National Forest. The work consists of measuring and abandoning the drinking water wells. A licensed well driller shall abandon the wells in compliance with Alabama Department of Environmental Management (ADEM) statute and in accordance with the American Water Works Association (AWWA) Standards. The well should be permanently sealed by being filled with a puddle clay material containing 50 parts per million (ppm) of chlorine to within 20 feet of the top of the well and filled with cement grout or concrete from the top of the clay material to the top of the well. A list of references and map showing the specific locations of all the wells will be provided to the successful bidder. The resulting indefinite delivery/indefinite quantity contract will be a base period and four option years. The size standard for this unrestricted solicitation is $33.5 million under NAICS code 237110. Solicitation should be available on this web site on or about 29 Jul 2011. The solicitation will be set-aside for small business concerns. If a site visit is held, information will be included in the solicitation. Offerors must register on the site in order to receive notification of changes to the solicitation. The offeror is responsible for monitoring this site for release of the solicitation and any subsequent postings.
