- Synopsis FA4418-11-R-0021 for Repair of Electrical Distribution System, Area H, Joint Base Charleston - Air Base, SC The 628th Contracting Squadron at Joint Base Charleston, SC will solicit for the repair of the electrical distribution system in Area H on the Joint Base Charleston, Air Base, Charleston, South Carolina. Dollar magnitude for this contract is between $1,000,000.00 and $5,000,000.00. The performance time is approximately 180 days. The work to be performed by this contract consists of furnishing all plant, labor, materials, equipment, supplies and supervision necessary to complete project DKFX-07-0003H. Work to be performed includes replacing substandard equipment and replacing existing overhead primary (12.4kV) distribution systems (poles, conductors, equipment), and overhead secondary supply conductors with a new underground utility system. Work includes, but is not limited to: replacement of existing above ground utility systems, overhead electrical poles, conductors, equipment, telephone lines, cable television lines, and secondary supply conductors with new underground utility systems. The project involves the installation of underground ductbanks, medium voltage conductors, pad mount equipment, and replacement of an existing switch station with new pad mount switchgear. Existing overhead systems will be removed once cut-over to the new underground systems are complete. This acquisition will be set-aside for 100% HUBZone Small Business. The applicable NAICS code is 237130 with a small business size standard of $33,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 1 Aug 2011 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. All prospective contractors must be registered in the Central Contractor Registration, (CCR), in order to be eligible for an award. FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees.
