Description
Revised Statement of Work This amendment is being issued to respond to questions. Also, a revised Statement of Work is attached. RFQ20063053 Questions and Answers 1. My question is per NFPA, are we to test the tamper and flow switches semi-annually as it states in NFPA or not. I know it calls for testing per NFPA but I feel that you may want to state the testing semiannually in the SOW under 3.7. I feel that this can greatly affect the contracting prices from contractor to another contractor. Response: This is to ensure that we maintain the system to code requirements. On page 1 of the SOW it clarifies the requirement. This SOW calls for an initial survey, test, inspection and scheduled services. In para 3.5 we have listed the minimum requirement service related maintenance items. Also in 3.7, you are correct. The NFPA requirement does specify semi-annual. The contractor should know this requirement even though we stated a generic comment in 3.7. 2. In the SOW section 3.2 it states that the contractor will service all facilities Fire Protection Systems onsite and Or replace/replenish like for like materials. That would make this a maintaince contract. In 3.4 it also states upon completion of inspections that the systems will be in good working conditions. Is this a full maintaince contract, with a flat fee to fix anything and everything that is wrong with the sites? Or a identification, Inspection and testing SOW? Response: This is intended to state that if a mandatory replacement item is identified as a part of the service ( Ex. Filter change) then the vendor will replace with like materials. This is to prevent the use of lesser grade materials in the replacement of service related upkeep. Lastly, This is not a full maintenance contract. In 3.8, it requires all repairs not listed in this SOW, must be submitted in writing to the Contractor to the COTR. 4. In reviewing the Statement of Work, it was unclear as to the extent of repairs that would be required during the annual inspections. Are you looking for a firm fix price to keep the system up and running replacing whatever is found defective during the inspection, or are you wanting a firm fix price to do the inspection identifying what needs to be repaired, replaced, or replenished to keep the system in compliance? Response: Fixed price to keep the system up and running and replacing what is defective as part of standard inspection and test effort for these systems. 5. Please advise as the price to accomplish each scenario is significantly different. One consideration would be to have the inspection portion priced out as a firm fix cost and have the various items that may need to be replaced priced out as a unit cost with a catch all unit cost for a service call by the hour. Response: The contract will be for preventive maintenance. Repairs outside of the semi-annual effort will be included in the inspection findings. Repairs outside of the preventive maintenance scope will be handled separately. During the inspections, normal items that are replaced will be replaced with like items. 6. Do you know if the pumps on the sprinkler systems are electric and diesel or just diesel? Also do you know if eagle pass south is wet and dry or just wet on the four sprinkler risers? Response: The pump systems are just diesel. Also Eagle Pass South is an all wet system. 7. Are you also wanting the exit lights to be included in the testing for the Del Rio Sector? They are currently not listed on the SOW in 2.0. Response: The SOW has been changed to include the exit lights. The revised SOW is attached. 8. Under section 2.0 Scope of Work, paragraph 2, lines 3 and 4 it calls for the contractor to provide additional services on a call out basis. I do not see a spot on the pricing attachment for Hourly Rates. Response: This has been deleted from the Scope. 9. Does DHS want hourly rate information for Fire Alarm Technician, Sprinkler Technician, and Extinguisher Technician? Response: No. 10. Under section 3.0 Description of Tasks and Deliverables - I interpret paragraph 3.8 to mean that the contract is a Test and Inspection ONLY and all deficiencies noted during inspection are to be Proposed to the COTR as an additional cost outside scope of contract. Response: Test, inspection, and replacement of standard inspection items to keep the system operational. 11. Is this contract to be Full Comprehensive or a Test & Inspection? Response: This is not a full comprehensive repair contract.
