Description
This procurement is being set-aside 100% for small business. The USDA - Forest Service is seeking Request for Quotes (RFQ's) for Architectural and Engineering Services from companies with specialized skills in CERCLA remedial and removal actions; as well as, stream morphology, identification, and stream reconstruction. The RFQ will be in response to the Forest Service's need for an expanded Site Investigation to further determine the locations, distributions (lateral, vertical, and within stream and valley alluvium/substrates), quantities, concentrations, and groundwater leaching rates of historic mining and milling waste that contain heavy metals on that portion of Flat Creek passing through lands administered by the Forest Service. The Flat Creek watershed is located north-northwest of Superior, Montana. As a result of historic mining and milling activities, beginning in the 1890's and extending through 1916, mine wastes containing heavy metals has deposited in and adjacent to approximately 4-1/2 miles of Flat Creek (from the confluence of Hall Gulch and Flat Creek to the confluence of Flat Creek and the Clark Fork of the Columbia River). Metals in the mine and mill wastes include antimony, arsenic, lead, cadmium, copper, lead, and zinc. Concentrations of the metals in soils and water samples are exceeding various human health and environmental standards. A site visit for Flat Creek has been scheduled for August 3, 2011, with the interested parties leaving the Superior Ranger District parking lot at 11:00 a.m. The Superior Ranger District is located at 209 West Riverside Street in Superior, Montana. The work is estimated to begin on or near September 1, 2011.
