- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is A11PS00761 and is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52. This acquisition is being solicitated under Full and Open Competition. The resultant contract will be awarded as a firm fixed price contract as defined in FAR 16.202 with a base and four one year option periods. The Base Period of Performance (POP) shall be from August 15, 2011 to August 14, 2012. The North American Industry Classification (NAICS) code is 611710 Education Support Services and the business size maximum is $7.0 Million. The Government plans to make one contract award for this acquisition. The Contractor shall provide pricing for the base and each option year. The Contractor shall provide professional development services for Riverside Indian School residential and academic staff for the school year 2011/2012 (base year), 2012/2013 (option year one), 2013/2014 (option year two), 2014/2015 (option year three) and 2015/2016 (option year four). In addition, the contractor shall assist the residential and academic department in planning, developing, coordinating a safe and secure school to raise test scores and decrease student incident reports. 1. Provide monthly residential staff training in the following areas: De-escalation/conflict resolution Ethics Parenting skills/child care Special Education and working with Students with Disabilities Student Supervision Skills Child Development Basic Counseling Skills 2. Provide annual orientation for RIS staff in the following areas: CPR and First Aid Training Student Check Out Procedures Medication Administration Student Rights Suicide Prevention SCAN (Suspected Child Abuse Neglect) Procedures Confidentiality Substance Abuse Prevention Bullying and Gang Training 3. Provide technical assistance for academic staff throughout the school year. The topics of the technical support/assistant will determined after a comprehensive needs assessment is conducted example of topics: Smart Board Training Direct Instruction Techniques Classroom Management and curriculum training De-escalating Behaviors Reading and Writing to learn Collaborate and facilitate a residential and academic School Improvement Team The Contractor shall plan and coordinate a three day August In-Service for residential and academic staff each year. Contact speakers and schedule presentations, complete contracts with presenters, organize the logistics for the training, disseminate and compile evaluations and report results to management team of Riverside Indian School. Identify highly qualified instructors who will deliver training on-site and specific to the professional dvelopment needs of RIS as outlined in the scope of work. Prepare and provide all instructional materials needed for courses outlined in this scope of work. Collect date to include the following: participant evaluations, participant's needs assessments and surveys, participation data and demographic data of participants. Manage all training and provide all required books and classrooms materials; required resource materials. Period of Performance: Base year: August 15, 2011 to August 14, 2012Option year one: August 15, 2012 to August 14, 2013Option year two: August 15, 2013 to August 14, 2014Option year three: August 15, 2014 to August 14, 2015Option year four: August 15, 2015 to August 14, 2016 The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercials Items, applies to the acquisition; FAR 52.212-2, Evaluation - Commerical Items, paragraph (a) states the specific evaluation criteria ((i) technical capability to provide development services; (ii) past performance; (iii) price, (technical and past performance are significantly more important than price)); FAR 52.212-3, Offeror Representation and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33. Offerors must be registered in the Central Contractor Registration (CCR) database before an award can be made to them.
