- NSWC, Corona Division has a requirement for turnkey installation, configuration, and testing of the GD 7.3KXK Satellite Communications (SATCOM) system, including associated equipment. Upon conclusion of the installation, NSWC Corona shall be able to successfully close the link with the satellite and transfer data to and from remote SATCOM terminal using parameters outlined in the antenna and associated Radio Frequency equipment specifications. The Government intends to award a firm fixed price delivery order on a sole-source basis. The sole-source contractor is General Dynamics SATCOM Technologies. Only qualified and experienced installers and Radio Frequency testers will be secured to secure this work. General Dynamics SATCOM Technologies are the only manufacturer of this system and only General Dynamic SATCOM Technology trained personnel are qualified to perform the installation and testing tasks in order to meet the stringent performance requirements of the product, as required by the Navy. The contractor shall provide installation services to complete the following tasking: Conduct all research and engineering to successfully deliver and install the equipment at NSWC Corona. -Provide the installation crew necessary to complete the installation. -Provide the tools, offloading, lift equipment and equipment operators. -Install the Terminal on top of Cell Block foundation located at the site chosen by NSWC Corona. This foundation will be ready before GD arrives on site (NSWC Corona, behind Building 501). -Perform installation and all testing to verify and validate all requirements have been met. All RF test engineering and RF test equipment shall be provided by the Contractor. -Provide antenna O&M and NetMAC software training. The installation shall be deemed successful upon meeting the performance all requirements The total schedule for this installation is estimated at 60 days from the date of award. This requirement will be awarded on a sole-source basis in accordance with the statutory authority 10 U.S.C.2304(c)(1) as implemented by FAR Part 6.301(c). This is not a request for quotes, however; any responsible source having the technical capabilities to meet the requirement described may submit a quote along with their technical capabilities to include complete and detailed technical specification of their product, past performance information, price, and lead time for consideration via email to: Marlena.warren@navy.mil.
