Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, MD is seeking information from potential sources regarding aUH-72 Variable Stability System (VSS). The overall system shall be composed of the Sensors (VSS system may utilize existing UH-72 sensors if desired), VSS Computer, Safety Pilot-System Interface, Interface from VSS computer to UH-72 ship actuators, Safety Trip System, and a Data Recording System. Three tasks can be developed in accordance with Section five (5)of the statement of work. These three tasks include Design Fabrication and Installation, System Ground and Flight Checkout, and Supplemental Type Certificate (STC) Development. The aircraft modification shall incorporate the maximum amount of modularity practicable such that the system be most easily removed and installed in another model UH-72 at some future date. The host helicopter will be GFE. Installation and system testing will be at NAS Patuxent River, MD. United States Navy Test Pilot School (USNTPS) flight crews will perform the flight checkout with assistance from the contractor pilots as required. Interested parties must comply with the below technical requirements. Integration of the VSS into the UH-72 shall not create a down-time in excess of six months. This request is for INFORMATION PURPOSES ONLY. The NAWCAD is seeking innovative solutions addressing these requirements. Commercial solutions and/or technical solutions currently in production and/or prototype stages are highly desired. Companies responding to this request should provide detailed information on their capabilities and experience to Mr. Bret Middleton, Code 2.4.2.3.5, NAVAIR, 47123 Buse Road Bldg 2272, Room 353, Patuxent River, MD, 20670-1463. Written responses should be submitted by 15 August 2011 and reference this synopsis number on both the mailing envelope as well as on all enclosed documents. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business. Respondents must clarify if their firm can provide commercial or non-developmental items that could e modified to meet NAWCAD's needs. This announcement is NOT a Request for Proposal nor does the Government intend to pay for any information/items submitted in response to this synopsis. This synopsis does not commit the Government to award a contract. This synopsis is for market research only and any procurement resulting from this announcement will be published separately in the Federal Business Opportunities (FBO). Technical Requirements 1. Be familiar with aircraft flight control handling qualities analysis and description. (i.e, Working knowledge of Military Aircraft Handling Qualities Specifications) 3 years of experience in aircraft Handling Qualities analysis and description is required. Specific experience with the UH-72 is not required. 2. Be familiar with helicopter flight control systems. 3 years experience with helicopter flight control systems is required. Specifice experience with the UH-72 is not required.. 3. Be familiar with automated enhancements to basic helicopter flight control systems (AFCS) 3 years experience with automated enhancements to helicopter flight control systems is desired. At least one year is required. Specifice experience with the UH-72 is not required. 4. Be experienced in designing and installing helicopter Variable Stability Systems (VSS) The vendor must have designed and installed at least one Variable Stability System in a rotary wing aircraft. Specific experience with the UH-72 is not required. 5. Have a practical working knowledge of ARINC 429 data bus systems - Are these data bus systems specific to ARINC? Is any data proprietary to ARINC? If so, do we have the techncial data rights to provide this info to another contrac tor? The ARINC 429 is an open, industry wide standard data format. No data should be required from the government. 6. Be capable of performing electronic and mechanical modifications to installed aircraft systems. Have performed at least one modification of installed electronic and mechanical systems in a aircraft in the last 5 years. 7. Have experience in FAA flight certification processes and in obtaining Supplemental Type Certificates (STCs). Have obtained at least one STC in the last 5 years. 8. Have experience in designing and executing aircraft flight test programs. Have designed and executed at least one aircraft flight test program in the last 5 years.
