Description
MARKET SURVEY - SOURCES SOUGHT SYNOPSIS The Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division is seeking prospective sources for Patent Application Drafting Support of inventions arising out of work performed under NSWC Crane ™s Technology Support Focus Areas. This is part of market research and any items submitted will not be utilized as part of a large contract down-select but rather to further the government's understanding of market capabilities. All interested sources are encouraged to submit company and product literature, white paper, and/or other pertinent information for the Government's consideration. Patent Application incorporates efforts to provide technology domain shifting analysis, including marketing analysis and full spectrum engineering analysis across all engineering areas at NSWC Crane or other commands supported by NSWC Crane ™s patent program, as well as preparation of patent related deliverables for provided invention disclosures. Specifically, the contractor will provide research and development services for domain shifting of defense technology into commercial application and patent application preparation support for non-provisional patent applications, formal drawings, information disclosure statements, prior art searches, patentability analyses, and preparation of filing papers in support of invention disclosures resulting from government engineering efforts under NSWC Crane ™s Engineering and Technology Support Focus Areas. See attached performance work statement. All interested sources are encouraged to respond by providing the Government the following information; technical/contractual points of contact, address, telephone and fax numbers, email address, duns number, cage code and or tax ID number, as well as size category (large, small, small disadvantaged, etc.) a brief summary of the company's capabilities, description of facilities, personnel, and related patent drafting/ litigation experience. Also provide any supporting information such as commercial literature, catalogues, manuals, etc. The response should also include all relevant business information including ROM costs. The Government may choose to visit, or host a visit from, any potential sources following the initial response. This Request for Information (RFI) in no way implies either implicitly or explicitly that respondents will be compensated in any way by the Government for information or materials provided. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. All information provided becomes U.S. Navy property and will not be returned. All proprietary information will be treated appropriately. Your interest in this response is appreciated. Interested vendors should provide information regarding this announcement no later than 1400 EDT on or before 16 August 2011, at the Naval Surface Warfare Center, Crane Division.
