- MARKET RESEARCH/SPECIAL NOTICE. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to contract for services to acquire acoustic monitoring of North Atlantic Right Whales in the Southeastern United States. The scope of this project is to obtain and test passive acoustic monitoring buoys with the capability to automatically detect and notify land-based stations of the occurrence of right whales in the southeastern United States. Services include refurbishment of two existing auto-buoy packages, deployment and recovery of these buoys at selected locations, deployment of two continually recording buoys ('Pop-Ups') at the same locations, and monitoring of auto-detection buoys while they are deployed in waters within the right whale calving grounds between Cape Canaveral, FL and Savannah, GA. Management of marine mammal populations falls within the jurisdiction of the National Marine Fisheries Service under the Marine Mammal Protection Act of 1972 and, for some species, under the Endangered Species Act of 1973. The agency is mandated to conserve the endangered species under its jurisdiction, and must undertake actions to prevent further decline of populations, facilitate their recovery, and safeguard the quality of their habitat. The main objectives of this project are: 1. To deploy two passive acoustic auto-detection buoys in waters of northern Florida and Georgia to collect data on calving right whale vocalizations during the 2011/2012 winter calving season (November 2011-April 2012); 2. Simultaneously deploy autonomous recording buoys at the same locations to provide a continuous record of right whale sounds; 3. The buoys will be deployed during a six-month period beginning in November 2011; 4. The auto-detection systems will provide near real-time notification of right whale detections delivering data to land stations at least every four hours, and preferably at a higher reporting rate. The units must have the following capabilities: 1. Ability to record sounds in the frequency of right whale contact calls to digital media for underwater deployments of at least 6 months; 2. Buoyant housings that can withstand water pressures at depths greater than 100 feet and sufficiently rugged to survive the high wave energy experienced on the Southeast Atlantic continental shelf during winter months; 3. On-board systems to automatically identify right whale acoustic calls and notify land-based stations through cellular or satellite phone communication; 4. Equipment to communicate with land-based systems for display and monitoring of right whale contacts. The period of performance is October 15, 2011 through May 15, 2012. This is not a solicitation and no solicitation is available at this time. The purpose of this notice is to identify businesses that are capable of performing the required services. All interested parties must submit, in writing, the company name, address, point of contact, telephone number, their business size; detailed descriptive literature of the products that it has provided previously for the same of similar effort, and a statement regarding their capabilities and qualifications to supply the required passive acoustic monitoring units and a system to archive and disseminate collected data which will be considered by the agency. The Eastern Acquisition Division requires that all contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR).
