Description
A Market Survey is being conducted to determine if there are interested and qualified Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors for the following proposed project: Design/Build project constructing a 300-member Army Reserve Center (ARC) in Orangeburg, SC. Primary facilities include land acquisition (15 ac) and construction of an ARC training building (37,992 sf), Organizational Maintenance Shop (OMS)(6,409 sf), and unheated storage building (1,975 sf). Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC) systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of2005 (EPAct05) features will be provided. Demolish 1 building (16,091 Total SF). Air Conditioning (Estimated 86 Tons). This project will provide fifteen acres of land in the vicinity of Orangeburg, SC and a 300-member training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for three Army Reserve units. The maintenance shop will provide work bays and maintenance administrative support. The project will also provide for unit storage and adequate parking space for all military and privately-owned vehicles (POV). Contract duration is estimated to be 490 days and with an estimated cost range is between $10,000,000 and $25,000,000. NAICS is 236220. Size limitation is $33.5 Million. All interested Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors should notify this office in writing by email on or before 25 July 2011 by 10:00 am Eastern Standard Time. Responses should include: (1) Identification as a Small Business or verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business,, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Provide descriptions your firm's past experience on projects with greater than 90% construction complete or those projects completed within the last five years which are similar to this project in size, scope, and dollar value. a. Projects considered similar in scope to this project include: national guard armories, army reserve centers, armed forces training centers, office complexes, education facilities, vehicle maintenance shops, deployable medical system sites and multi-story/multipurpose complexes. b. Projects similar in size will include: new construction projects with a single building or multiple buildings with a combined total of 50,000SF. Construction of pre-engineered buildings must account for greater than 70% of the projects combined SF. c. Projects of similar dollar value will include: new construction projects with an original contract amount in excess of $15M. With each project experience provided, include current percentage of construction complete and the date when it was or will be completed. For each project submitted include the original contract amount, modification costs, and size of the project (stories, SF, etc...), any mentor prot g relationships, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project. Based on definitions above, for each project submitted include: a.current percentage of construction complete and the date when it was or will be completed. b.scope of the project c.size of the project d.dollar value of the project: e.the portion and percentage of work that was self performed, f.whether the project was design/build or not (4) A statement of the portion of the work that will be self performed on this project, and how it will be accomplished.
