Description
The Uniformed Services University of the Health Sciences (USU), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, intends to negotiate on a sole source basis with Test Resources, located in Shakopee, MN, for a 100R Tissue Test System. This product will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. USUHS has a requirement for an electromechanical test system that will be used by biomedical researchers and engineers for low force tensile, compressive, flexural and shear tests of materials and devices. This system must have a modular construction that enables changes to configuration as lab requirements change. This system must characterize material properties, endurance, and strength by controlling load, strain, and position of new biomaterials, biological samples, and medical devices. The system software should be designed to create simple and sophisticated test protocols and simulate service conditions as desired by the researchers. To our knowledge Test Resources is the only provider of a system that is modular in nature and can enable the research to increase force, speed, test space, and controller features as the study requirements change. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above mentioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government. Responses must be received via email ( stephen.enokida@usuhs.mil ) by 4:00 p.m. EST on July 22, 2011.
