Description
This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for a Full and Open Competition, reserving one or more awards for small business concerns. The solicitation is in support of the National Highway Institute for the development, update, and delivery of instructor-led and distance learning courses in the subject areas of Highway Safety, Business, Public Administration, and Quality. The National Highway Institute is the technical training arm of the Federal Highway Administration; and as such, plays a vital role in the FHWA's overall effort to provide training in new and evolving highway related technologies. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The FHWA intends to award multiple ID/IQ contracts as a result of the solicitation. Each ID/IQ contract will be awarded as firm fixed price. The NAICS Code for this effort is 611430 with a Business Size Standard of $7 Million. The period of performance shall not exceed 60 months with a base period of 3 years and two (1) year option periods. This notice of intent is not a request for proposals. A request for proposals is anticipated to be published on or about July 29, 2011.
