- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a purchase order to VWR International, LLC, 1050 Satellite Boulevard, Suwanee, GA 30024 for four (4) Kingfisher Flex instruments, installation, training, and associated consumables. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 6 months. The Kingfisher flex 96 instrument is the only self-contained, fully-integrated automation instrument for performing magnetic bead separation of proteins in 96-well format using large sample volumes. The Kingfisher performs all washing, mixing, and aliquoting steps required by our current methods. No other self-contained commercially available instrument exists for automating magnetic bead separations with large sample volumes. Alternatives that exist involve adaptation of liquid handling equipment. Such adaptation would either require the purchase of the base equipment at a greater cost than a self-contained instrument, or will not provide the full capabilities required by our method because the available adaptation components are limited. Additionally, this equipment purchase is to expand existing capabilities using a KingFisher that are already in place in the laboratory. Purchasing instrumentation from another company would require new method validation that would come at an increased cost to the government. VWR is the only company that sells the Kingfisher Flex 96 instrument. No other vendors or manufacturers sell a self-contained magnetic bead processing instrument that can process samples as rapidly as the KingFisher with all of the features (including large sample processing, heating, mixing, and transferring beads) that are required by our method. The Kingfisher is the only complete, commercially available instrument for automating magnetic bead separation of proteins from large samples (at least 0.5 mL) in less than 60 minutes. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to VWR International, LLC. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the equipment to Vallerie Redd VIA E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 99202 referenced in the subject line NO LATER THAN July 27, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
